dc.description.abstract | Procurement is a big business practice, and the government remains the most significant entity that makes the acquisition and disposal of goods/services on a larger scale in most countries, which attracts countless players and stakeholders. However, South African municipalities face many supply chain challenges ranging from ineffective procurement, lack of staff training, lack of capacity, transparency and mismanagement of resources, to mention a few. To minimise these challenges, municipalities must understand critical success factors in implementing effective procurement strategies, processes and systems, whilst avoiding the barriers affecting the functioning of the procurement processes. Several factors influencing procurement performance have been documented in the literature. However, arguably, very limited research has been done on procurement effectiveness, especially from a municipality’s perspective. In addition, the incorporation of the barriers has not been investigated. To fill this gap, this study incorporated the competency theory to investigate the determinants of and barriers to procurement effectiveness in local municipalities in Gauteng Province, South Africa. This study was quantitative and followed both descriptive and correlational research designs, especially single-cross-sectional design. The target population comprised procurement personnel in managerial positions from Sedibeng District Municipality and its three local municipalities (Emfuleni, Midvaal and Lesedi), both male and female from all racial groups in South Africa. A probability simple random sampling technique was employed to identify 148 respondents fitting the predetermined sample criteria. Relevant areas, research methods and data-acquiring procedures were described. The Partial Least Square based Structural Equation Model (SmartPLS) was used to analyse the data set. Data analysis comprised descriptive statistics, measurement model assessment, which included the reliability and validity assessments, as well as structural model assessment testing the hypotheses posited. The study found that four of the determinants (procurement planning, resource allocation, lead time and staff competency) influence procurement effectiveness. Contract management was not tested due to low factor loadings. In addition, all the barriers (staff resistance to change, lack of buyer-seller commitment and inadequate use of resources) negatively influence procurement effectiveness. These relationships were statistically significant, and all the determinants and barriers explained 72 per cent of the variance in procurement effectiveness. For municipalities, strategic recommendations emerge that the determinants are central to enhancing procurement effectiveness. Additionally, by diligently addressing the barriers, municipalities can improve their supply chain processes, enhancing procurement effectiveness. Municipalities should allocate and devote their resources towards these determinants and barriers to stimulate and strengthen supply chain effectiveness. Based on these findings, limitations were outlined together with the conclusions and recommendations for future avenues. | |
